Attending the contract signing ceremony were representatives of Ģý’s leadership, the lender Kreditanstalt für Wiederaufbau (KfW – German Development Bank), leaders of Power Project Management Board No. 3 (ĢýPMB3), and representatives of the DEC–ENTEC–TTP Consortium.
The Tri An Hydropower Plant Expansion Project in Dong Nai Province was approved under the adjusted Power Development Plan VIII by the Prime Minister and was decided for investment by the Ģý Board of Directors under Decision No. 94/QD-HDTV dated August 28, 2023, with a total investment of VND 3,965 billion. The entire project is scheduled for completion in the fourth quarter of 2027. The project’s financing structure includes approximately 30% equity arranged by the investor and about 70% commercial loans. Once put into operation, the Tri An Hydropower Plant Expansion Project will enhance the capacity to mobilize resources and meet load demand in the Southern region, especially during peak hours. It will also contribute to improving the operating regime of the power system (increasing hydropower capacity and peak-load energy supply, enhancing operational flexibility, and improving reliability and safety), thereby helping to reduce overall production costs of the national power system.
Contract Package TB01-TAMR is the main equipment supply package of the project. Its scope of work includes the supply, factory inspection and acceptance testing, transportation, and delivery of synchronized main equipment systems to the construction site, including hydraulic turbines; generators; excitation systems; governor systems; auxiliary mechanical equipment; plant electrical equipment; main transformers; 220kV switchyard bay equipment; and related technical services.
This package was procured through an open international competitive bidding process (non-e-procurement). The winning bidder, meeting all required capacity and experience criteria, is the DEC–ENTEC–TTP Consortium, with a contract value of VND 1,112.899 billion (including EUR 28,479,528 and VND 220,041,437,000). The contract implementation period is 26 months, ensuring project’s completion by the fourth quarter of 2027.
Speaking at the signing ceremony, a representative of Ģý’s leadership emphasized that this is one of Ģý’s key energy sector projects, with construction having commenced in 2025. During the preparation and implementation of the project, Ģý has received close guidance and direction from the Government and the Ministry of Industry and Trade, along with strong support and close coordination from the People’s Committee and relevant departments of Dong Nai Province to plan for effective management of progress and quality, thereby securing timely power generation and completion of the entire project by Q4/2027.
